Faster action is needed to keep global warming to agreed limits and delays until 2030 could force reliance on technologies to extract greenhouse gases from the air, a UN report said on Sunday. The study, drawing on the work of more than 1,000 experts, said a shift from fossil fuels to low-carbon energy such as wind, solar or nuclear power was affordable and would shave only about 0.06 percentage point a year off world economic growth. "We have a window of opportunity for the next decade, and maximum the next two decades" to act at moderate costs, said Ottmar Edenhofer, co-chair of a Berlin meeting of the Intergovernmental Panel on Climate Change (IPCC). CAO BANG (VNS)— A route link between Viet Nam's northern Cao Bang Province and the city of Baise in Guangxi Province, China, opened yesterday. Under an agreement between both local authorities, vehicles from China carrying goods and passengers will be allowed to enter Cao Bang Province. Similarly, Vietnamese vehicles have the right to transit through to Baise City. Nong Van Hai, acting Director of Cao Bang Province's Transport Department, said that the route will play a key role in strengthening economic and tourist co-operation between the two localities. China also sees this as an opportunity to do business with other ASEAN countries, he said. Since 2011, both sides have held a total of seven meetings while negotiating the agreement to open the route.
