According to Nguyen Chu Hoi from the Hanoi National University, Vietnam has 16 marine protection areas (MPAs), including Hon Cau, which, if well developed, will bring ‘spillover effects’, helping the biological balance in localities. Strongly opposing the idea of narrowing Hon Cau to make room for thermal power plants, Hoi cited a speech by Vietnamese Deputy Chair of National Assembly Tong Thi Phong in Washington which emphasizes that the ocean plays a critical role in human life and that Vietnam is a maritime nation. The Vinh Tan Power Center runs five thermal power plants, including Vinh Tan 1, 2, 3, 4 and expanded Vinh Tan 4. Of these, Vinh Tan 2 has opened, while the others are under construction, capitalized at billions of dollars. Vinh Tan 2, Vinh Tan 4 and expanded Vinh Tan 4 are listed by the Ministry of Industry and Trade (MOIT) as polluting projects, or projects with violations of environmental laws. Ca Na beach is located 32 km south of Phan Rang and about 100 km (2 hours by bus) from Phan Thiet. It is a stop-off for most tourist busses going between Phan Thiet and Nha Trang.
